No one starts from a blank sheet. Services are already managed by people, processes, and technology. All we need to do is harness them for the Smart City model:

- Develop your "target operating model" (ToM) for highly adaptive and responsive city services
- Develop your strategy for delivering the ToM
- Prioritise the benefits you want to deliver
- Use the benefit priorities to identify services and "points of interoperability" between these (what are the common reusable functions/services that are key to getting the most cost/benefit)
- Implement (or enhance) the Smart City framework which is the foundation of people/processes/technology for Smart City services. This needs to be a scalable asset to match the incremental investment costs as the Smart Services and the benefits they deliver are scaled up and down over time
- Invest in "wrapping" the chosen services, connecting them into the framework, in accordance with your benefit delivery priorities, ensuring that the strategic ToM is followed to protect future investment/benefit delivery
- Measure the benefit delivered and then repeat the prioritisation exercise (step 3) to identify the next investment
